New York Climate Action Council Members of the New York Climate Action Council The New York Climate Action Council (CAC) is made up of 15 agency heads appointed by Governor Paterson. The CAC is responsible for all charges set forth in Executive Order 24. The CAC will approve a final New York State greenhouse gas emissions inventory and forecast and the state s Climate Action Plan (CAP), including a set of specific policy recommendations to achieve reduction targets and adaptation strategies. CAC members or their designees will serve on the Integration Advisory Panel. The CAC will prepare the draft CAP with assistance from the New York State Energy Research and Development Authority (NYSERDA), the Department of Environmental Conservation (DEC), and other CAC member-agency staff and the Center for Climate Strategies (CCS). The CAC will also convene three external advisory panels to assist and advise in areas requiring special expertise or knowledge: Technical Analysis, Multi-sector Integration and 2050 Visioning. The 2050 Visioning Advisory Panel, the Integration Advisory Panel and five Technical Work Groups (TWGs) will provide direct input to the CAP. The CAC will receive summaries of public comments on the draft before approving or modifying the draft. The CAC will oversee the preparation of the final CAP, which will include the results of macroeconomic modeling, and transmit these results to the Governor. CAC meeting discussions will be in executive session. DEC and NYSERDA will serve as co-executive directors of the CAC. CCS will provide technical assistance as well as process, meeting and discussion facilitation.
